How to Declare TOB with a Foreign Broker: Complete Step-by-Step Guide

Who Needs to Self-Declare TOB?
If you use a foreign broker that doesn't withhold Belgian TOB automatically, you are legally required to declare and pay the tax yourself. This applies to popular brokers like:
- Interactive Brokers (IBKR)
- Trade Republic
- Scalable Capital
- Saxo Bank
- DEGIRO (offers optional withholding, but many users self-declare)
Belgian brokers like Bolero, Keytrade, BNP Paribas Fortis, and ING automatically withhold TOB, so you don't need to worry if you only use these.
The 6-Step Declaration Process
Step 1: Gather Your Transaction Data
Export your transaction history from your broker. You'll need:
- Transaction date (when the order was executed)
- Buy or Sell (both are taxable)
- Security name and ISIN
- Transaction amount in EUR (or the original currency + exchange rate)
Most brokers provide CSV exports. For IBKR, go to Performance & Reports → Statements → Activity.
Step 2: Identify the Correct TOB Rate
Each security type has a different rate:

Step 3: Calculate Your TOB
For each transaction:
- Take the total transaction value (quantity × price)
- Convert to EUR if needed (use ECB rates)
- Multiply by the applicable rate
- Apply the cap if the calculated tax exceeds it
Example: You buy €50,000 worth of IWDA ETF
- TOB = €50,000 × 0.12% = €60
- Cap is €1,300, so you pay €60
Step 4: File via MyMinfin (DivTax)
- Go to MyMinfin
- Log in with itsme or eID
- Navigate to "Diverse taksen (DivTax)"
- Select "Taks op beursverrichtingen"
- Enter each transaction with:
- Date of transaction
- Description (security name)
- Taxable amount
- Rate applied
- Tax due
Important: As of July 2025, email declarations are no longer accepted. You must use MyMinfin.
Step 5: Pay the Tax
Transfer the total amount to:
- Account: BE39 6792 0022 9319
- BIC: PCHQ BE BB
- Reference: Your national register number + period
Step 6: Meet the Deadline
The deadline is the last working day of the second month after the transaction month.
